7月14日,國(guo)(guo)(guo)家發改委、國(guo)(guo)(guo)家能源局、國(guo)(guo)(guo)家鄉村(cun)振興局發布《關于實(shi)施(shi)農村(cun)電網鞏固(gu)提升工程的指導意(yi)見》(以下簡稱(cheng)《指導意(yi)見》)。
《指導意見》指出,到2025年,農村(cun)電(dian)(dian)(dian)網網架結構更加堅強,裝(zhuang)備水平(ping)不斷提(ti)(ti)升(sheng)(sheng),數(shu)字化、智能(neng)(neng)化發(fa)(fa)展初見成效(xiao);供電(dian)(dian)(dian)能(neng)(neng)力和供電(dian)(dian)(dian)質量(liang)(liang)穩(wen)步提(ti)(ti)高(gao),東部地(di)區(qu)農村(cun)電(dian)(dian)(dian)網供電(dian)(dian)(dian)可靠率、綜合電(dian)(dian)(dian)壓(ya)合格率、戶(hu)均配變容量(liang)(liang)分別(bie)(bie)不低于99.94%、99.9%、3.5千伏(fu)安,中西部和東北地(di)區(qu)分別(bie)(bie)不低于99.85%、99.2%、2.3千伏(fu)安,各地(di)結合實際差異化制定本區(qu)域發(fa)(fa)展目(mu)標;農村(cun)電(dian)(dian)(dian)網分布式可再生(sheng)能(neng)(neng)源承載能(neng)(neng)力穩(wen)步提(ti)(ti)高(gao),農村(cun)地(di)區(qu)電(dian)(dian)(dian)能(neng)(neng)替(ti)代持(chi)續(xu)推進,電(dian)(dian)(dian)氣化水平(ping)穩(wen)步提(ti)(ti)升(sheng)(sheng),電(dian)(dian)(dian)力自主保障能(neng)(neng)力逐步提(ti)(ti)升(sheng)(sheng)。

實(shi)施農村(cun)電(dian)網(wang)鞏固(gu)(gu)提(ti)(ti)升工(gong)程(cheng),提(ti)(ti)升農村(cun)地區電(dian)力保(bao)障(zhang)(zhang)水平(ping),是更好滿足人民(min)美好生活需要的內在要求(qiu)(qiu),對鞏固(gu)(gu)拓展脫貧攻堅成果、促(cu)進鄉村(cun)振興具有重要意義。為更好促(cu)進農村(cun)電(dian)網(wang)發展,保(bao)障(zhang)(zhang)農村(cun)經濟社(she)會發展和農民(min)群眾生產生活用電(dian)需求(qiu)(qiu),推(tui)進城鄉電(dian)力服務均等化,推(tui)動構建農村(cun)新型能源體系,現就實(shi)施農村(cun)電(dian)網(wang)鞏固(gu)(gu)提(ti)(ti)升工(gong)程(cheng)提(ti)(ti)出如下意見。
一、總體要求
(一)指導思想
以習近平(ping)新(xin)(xin)時代(dai)中國(guo)特(te)色社會主義思想(xiang)為指導,深(shen)(shen)入貫徹黨的二十(shi)大(da)精神,認真(zhen)落實(shi)“四個革命,一個合作”能(neng)源(yuan)安(an)全新(xin)(xin)戰(zhan)(zhan)略和鄉村振興戰(zhan)(zhan)略,強化規劃引領,統籌資(zi)源(yuan)要素,動員(yuan)各方力(li)量,深(shen)(shen)入實(shi)施(shi)農(nong)村電(dian)網(wang)鞏固(gu)提升(sheng)工程(cheng),補短板、強弱項(xiang)、夯基(ji)礎、促提升(sheng),全面(mian)鞏固(gu)提升(sheng)農(nong)村電(dian)力(li)保障水平(ping),推動構(gou)建農(nong)村新(xin)(xin)型能(neng)源(yuan)體系(xi),助力(li)鄉村振興和農(nong)業農(nong)村現代(dai)化。
(二)基本原則
突出重點、統籌兼顧。 堅持(chi)問題導向和(he)目(mu)標導向,既要(yao)(yao)(yao)聚(ju)焦解(jie)決農(nong)(nong)(nong)村(cun)生產生活用電中的急難(nan)愁盼問題,補齊農(nong)(nong)(nong)村(cun)電網(wang)短板,提升農(nong)(nong)(nong)村(cun)地區供電能(neng)(neng)力(li)和(he)供電質量(liang),也要(yao)(yao)(yao)適應農(nong)(nong)(nong)村(cun)可再生能(neng)(neng)源開發、新能(neng)(neng)源汽車下(xia)鄉等新任務新要(yao)(yao)(yao)求(qiu),提升農(nong)(nong)(nong)村(cun)電網(wang)綜合(he)承載(zai)能(neng)(neng)力(li),推動農(nong)(nong)(nong)村(cun)電網(wang)鞏固(gu)提升和(he)農(nong)(nong)(nong)村(cun)用能(neng)(neng)清潔低碳轉型(xing)。
因地(di)制宜、降本(ben)增效(xiao)(xiao)。 把(ba)握不同地(di)區(qu)農(nong)村電(dian)網(wang)發展階段,分區(qu)域(yu)、差異化合(he)理確(que)(que)定農(nong)村電(dian)網(wang)發展目標,根據不同地(di)區(qu)實際(ji)情況分類施策(ce),科學確(que)(que)定經濟合(he)理的農(nong)村電(dian)網(wang)鞏固提(ti)升方案,精(jing)準實施農(nong)村電(dian)網(wang)鞏固提(ti)升工程,有效(xiao)(xiao)控制成本(ben),提(ti)高投資效(xiao)(xiao)益。
企業(ye)(ye)為(wei)主(zhu)、政府支(zhi)持。 堅(jian)持企業(ye)(ye)自主(zhu)投(tou)資(zi)和政府精(jing)準支(zhi)持相結合,既要發揮電(dian)網(wang)(wang)企業(ye)(ye)主(zhu)體作(zuo)用(yong),壓實(shi)電(dian)網(wang)(wang)企業(ye)(ye)主(zhu)體責任,切實(shi)加大農(nong)村電(dian)網(wang)(wang)鞏固(gu)提升投(tou)資(zi)力度,也要充分利用(yong)中央預算內(nei)投(tou)資(zi)、農(nong)網(wang)(wang)還(huan)貸(dai)資(zi)金、地方政府專項(xiang)債券等渠道,加強財(cai)政、金融等支(zhi)持力度,切實(shi)形成(cheng)支(zhi)持農(nong)村電(dian)網(wang)(wang)鞏固(gu)提升的強大合力。
(三)主要目標
到(dao)2025年,農村(cun)電網(wang)網(wang)架結(jie)構更加堅強,裝備水平(ping)不斷提升,數字化、智能(neng)化發(fa)展初(chu)見成效;供(gong)電能(neng)力和供(gong)電質量穩(wen)(wen)步提高,東(dong)(dong)部地(di)區(qu)農村(cun)電網(wang)供(gong)電可(ke)靠率、綜(zong)合電壓(ya)合格率、戶(hu)均配變(bian)容量分別不低于99.94%、99.9%、3.5千(qian)伏安,中(zhong)西部和東(dong)(dong)北地(di)區(qu)分別不低于99.85%、99.2%、2.3千(qian)伏安,各地(di)結(jie)合實際差(cha)異化制定本(ben)區(qu)域發(fa)展目(mu)標;農村(cun)電網(wang)分布式(shi)可(ke)再生能(neng)源承(cheng)載能(neng)力穩(wen)(wen)步提高,農村(cun)地(di)區(qu)電能(neng)替代持(chi)續推進,電氣化水平(ping)穩(wen)(wen)步提升,電力自(zi)主保(bao)障能(neng)力逐(zhu)步提升。
到(dao)2035年(nian),基(ji)本建(jian)成(cheng)安(an)全(quan)可(ke)靠、智能(neng)開放的現代(dai)化(hua)(hua)農村電(dian)網(wang),農村地區電(dian)力(li)供(gong)應(ying)保障(zhang)(zhang)能(neng)力(li)全(quan)面(mian)提(ti)升,城鄉電(dian)力(li)服務(wu)基(ji)本實現均(jun)等化(hua)(hua),全(quan)面(mian)承載分布式可(ke)再生能(neng)源開發利(li)用和就地消(xiao)納,農村地區電(dian)氣(qi)化(hua)(hua)水平顯著提(ti)升,電(dian)力(li)自(zi)主保障(zhang)(zhang)能(neng)力(li)大幅提(ti)高(gao),有力(li)支(zhi)撐鄉村振興和農業農村現代(dai)化(hua)(hua)。
二、聚焦薄弱環(huan)節,補齊農村(cun)電(dian)網發展(zhan)短板
(四(si))鞏固(gu)提(ti)升(sheng)脫貧地區、革命老區電力保(bao)障水平
落實(shi)黨中央、國務院(yuan)“四個不摘”決策部署,聚焦國家(jia)鄉村振興重點幫扶縣、脫貧地區、革命老區,鞏固拓展脫貧攻堅成(cheng)果,提(ti)升(sheng)電(dian)力普遍服務水平。結合易地扶貧搬遷、生態宜居(ju)搬遷、農村集(ji)聚發展搬遷等,統籌加強遷入地農村電(dian)網基礎設施(shi)建設改造,持續提(ti)高(gao)電(dian)力保障能力。
(五)加強農村電網薄弱地區(qu)電網建(jian)設改(gai)造
合(he)(he)理規劃布(bu)局(ju)電(dian)(dian)源(yuan)點,加(jia)強(qiang)負荷聯絡通道建(jian)設,逐(zhu)步(bu)解決邊遠地(di)區農村(cun)電(dian)(dian)網與主網聯系薄弱問題。加(jia)快解決西部(bu)地(di)區115個公(gong)用(yong)(yong)電(dian)(dian)網未覆(fu)(fu)蓋(gai)鄉鎮、逐(zhu)步(bu)解決其他公(gong)用(yong)(yong)電(dian)(dian)網未覆(fu)(fu)蓋(gai)村(cun)寨的(de)電(dian)(dian)力保(bao)底供(gong)應矛盾,在(zai)合(he)(he)理供(gong)電(dian)(dian)范(fan)圍內有序推動公(gong)用(yong)(yong)電(dian)(dian)網延伸(shen)覆(fu)(fu)蓋(gai),因地(di)制(zhi)宜通過合(he)(he)理配置分(fen)布(bu)式(shi)光伏和風電(dian)(dian)、儲能、柴(chai)油發電(dian)(dian)機等(deng)建(jian)設改(gai)造(zao)可再生(sheng)能源(yuan)局(ju)域(yu)網。加(jia)強(qiang)新劃轉縣(xian)域(yu)農村(cun)電(dian)(dian)網建(jian)設改(gai)造(zao),逐(zhu)步(bu)實現(xian)“統(tong)一規劃、統(tong)一標(biao)準、統(tong)一管理、統(tong)一服務”。加(jia)強(qiang)頻繁停電(dian)(dian)、低(di)電(dian)(dian)壓等(deng)突(tu)出問題的(de)整治,保(bao)障(zhang)夏季高溫、春節等(deng)用(yong)(yong)電(dian)(dian)高峰時段農民群眾的(de)用(yong)(yong)電(dian)(dian)需(xu)求。
三、精(jing)準升級農村電網(wang),提升農村電網(wang)現代化水(shui)平
(六)因地制(zhi)宜完(wan)善(shan)農(nong)村(cun)電網網架結構
西(xi)部(bu)地(di)(di)區(qu)、東北地(di)(di)區(qu)推(tui)進(jin)農(nong)村(cun)電(dian)(dian)(dian)(dian)網補(bu)短板、強弱項(xiang)、破(po)難題,統籌高壓(ya)(ya)電(dian)(dian)(dian)(dian)網延伸覆蓋和中(zhong)低壓(ya)(ya)電(dian)(dian)(dian)(dian)網更新改(gai)造,增(zeng)加變電(dian)(dian)(dian)(dian)站和配(pei)變臺(tai)區(qu)布點,加大線(xian)路(lu)輸(shu)送(song)能力,支撐家(jia)用電(dian)(dian)(dian)(dian)器(qi)下鄉和更新換代。中(zhong)部(bu)地(di)(di)區(qu)推(tui)進(jin)輸(shu)配(pei)電(dian)(dian)(dian)(dian)網協調發(fa)展,提高負荷(he)轉供能力,提升供電(dian)(dian)(dian)(dian)質量(liang),低壓(ya)(ya)線(xian)路(lu)供電(dian)(dian)(dian)(dian)半(ban)徑一般不(bu)應超過500米。東部(bu)地(di)(di)區(qu)以中(zhong)低壓(ya)(ya)電(dian)(dian)(dian)(dian)網為重(zhong)點,提升電(dian)(dian)(dian)(dian)網靈活(huo)性,推(tui)進(jin)城鄉電(dian)(dian)(dian)(dian)網一體化(hua),更好滿足分布式光伏和新能源(yuan)汽車充電(dian)(dian)(dian)(dian)基礎設(she)施發(fa)展需要(yao)。
(七)提(ti)升農村電網裝備水(shui)平
加(jia)快老舊電(dian)網設(she)備更新,逐步淘汰S9及以(yi)下變壓器(qi)等(deng)落后低(di)效設(she)備,原則上(shang)不得新采購能(neng)效低(di)于(yu)節能(neng)水平(ping)(能(neng)效2級)的(de)電(dian)力設(she)備。推(tui)廣(guang)典(dian)型供電(dian)模(mo)式、典(dian)型設(she)計(ji)和通用(yong)造價,推(tui)進農(nong)村電(dian)網裝備標準化。加(jia)大配電(dian)自(zi)動化建(jian)設(she)力度,有條(tiao)件地區穩(wen)步推(tui)動農(nong)村電(dian)網數字化、智(zhi)能(neng)化轉型發(fa)展(zhan),推(tui)進智(zhi)能(neng)配電(dian)網建(jian)設(she)。積(ji)極推(tui)廣(guang)先進適用(yong)的(de)新技術、新設(she)備、新材料(liao)、新工藝,提高(gao)農(nong)村電(dian)網建(jian)設(she)改造的(de)綜合(he)效益。
(八)增強農村電網防(fang)御自然(ran)災(zai)害能力(li)
推(tui)進農村電(dian)(dian)(dian)網(wang)(wang)差異化設(she)計,適當提高建(jian)設(she)標準,增強防(fang)御臺風(feng)(feng)、雷暴、低溫雨雪冰凍等自然災害的能力(li)。推(tui)進低洼變電(dian)(dian)(dian)站、地(di)下配電(dian)(dian)(dian)房的整改,防(fang)止內(nei)澇影響(xiang)。受臺風(feng)(feng)影響(xiang)頻繁的東(dong)部沿(yan)海地(di)區(qu),要結合實際全(quan)面開展農村電(dian)(dian)(dian)網(wang)(wang)設(she)備防(fang)風(feng)(feng)加固(gu)(gu)工作,2025年(nian)前(qian)基(ji)本完成沿(yan)海關鍵重點輸電(dian)(dian)(dian)線(xian)路防(fang)風(feng)(feng)加固(gu)(gu)及防(fang)風(feng)(feng)偏改造(zao)、2028年(nian)前(qian)全(quan)面完成一般線(xian)路改造(zao)、2030年(nian)前(qian)完成沿(yan)海60km范圍內(nei)的配電(dian)(dian)(dian)網(wang)(wang)防(fang)風(feng)(feng)加固(gu)(gu),無法加固(gu)(gu)的重要線(xian)路可采(cai)取電(dian)(dian)(dian)纜入(ru)地(di)等措施提升抗(kang)風(feng)(feng)性(xing)能。
四(si)、加強(qiang)網源規劃建設銜接,支撐(cheng)農村可(ke)再生能源開發
(九)提升分布式可再生能(neng)源(yuan)消納能(neng)力
統籌(chou)發(fa)展和(he)安全,結合“千(qian)鄉萬(wan)村(cun)(cun)馭風行動”“千(qian)家萬(wan)戶沐光行動”,加強農(nong)(nong)村(cun)(cun)電(dian)(dian)網發(fa)展規劃與農(nong)(nong)村(cun)(cun)分布(bu)(bu)式可再(zai)生(sheng)能源(yuan)(yuan)發(fa)展的(de)銜(xian)接(jie)。統籌(chou)可再(zai)生(sheng)能源(yuan)(yuan)開發(fa)、農(nong)(nong)村(cun)(cun)負荷(he)增(zeng)長等(deng)情(qing)況,在深入挖掘消(xiao)納潛力基礎上,有(you)序(xu)推進(jin)農(nong)(nong)村(cun)(cun)電(dian)(dian)網建設改造,提(ti)升(sheng)農(nong)(nong)村(cun)(cun)電(dian)(dian)網分布(bu)(bu)式可再(zai)生(sheng)能源(yuan)(yuan)承載(zai)能力,實現分布(bu)(bu)式可再(zai)生(sheng)能源(yuan)(yuan)和(he)多元(yuan)化負荷(he)的(de)安全可靠、靈活高效接(jie)入,促進(jin)分布(bu)(bu)式可再(zai)生(sheng)能源(yuan)(yuan)就近消(xiao)納。
(十)做好分布式可再生能(neng)源發電并網服務
各(ge)級電(dian)(dian)網企業要積極做好(hao)農(nong)村分(fen)布(bu)式可(ke)再生能源發(fa)電(dian)(dian)并(bing)網服(fu)(fu)(fu)務(wu),依法(fa)簡化并(bing)網手續,優化服(fu)(fu)(fu)務(wu)流程,推廣線(xian)上服(fu)(fu)(fu)務(wu)應用,確保農(nong)村分(fen)布(bu)式可(ke)再生能源發(fa)電(dian)(dian)“應并(bing)盡并(bing)”。
五、推(tui)進配套供電設施建設,助力農村電氣化水平提升
(十一)服務新能源汽車下(xia)鄉
統(tong)籌考慮(lv)鄉村級充電(dian)網(wang)(wang)絡建(jian)(jian)設(she)(she)(she)和輸配電(dian)網(wang)(wang)發展,做好農村電(dian)網(wang)(wang)規(gui)劃(hua)與充電(dian)基(ji)礎設(she)(she)(she)施規(gui)劃(hua)的銜(xian)接,加(jia)強充電(dian)基(ji)礎設(she)(she)(she)施配套電(dian)網(wang)(wang)建(jian)(jian)設(she)(she)(she)改造和運營維護,因地制宜、適(shi)度(du)超前、科(ke)學合(he)理(li)規(gui)劃(hua)縣域高壓(ya)輸電(dian)網(wang)(wang)容載比水平,適(shi)當提高中壓(ya)配電(dian)網(wang)(wang)供電(dian)裕(yu)度(du),增強電(dian)網(wang)(wang)支撐(cheng)保障能(neng)力(li)。在(zai)東部地區配合(he)開展充電(dian)基(ji)礎設(she)(she)(she)施示范縣和示范鄉鎮(zhen)創建(jian)(jian),構建(jian)(jian)高質(zhi)量充電(dian)基(ji)礎設(she)(she)(she)施體系,服務新能(neng)源汽車下鄉。
(十二)提(ti)升農村電氣化水平
服務農(nong)業(ye)(ye)農(nong)村(cun)現(xian)代化,重(zhong)點(dian)保障(zhang)(zhang)農(nong)戶、農(nong)村(cun)合作社(she)等(deng)用(yong)(yong)(yong)戶電(dian)(dian)(dian)烘(hong)干、電(dian)(dian)(dian)加工,田頭(tou)預冷(leng)、貯藏保鮮、冷(leng)鏈(lian)物流(liu),以及現(xian)代化養殖等(deng)農(nong)業(ye)(ye)生(sheng)產(chan)(chan)電(dian)(dian)(dian)氣化需(xu)(xu)求;做好農(nong)村(cun)新型(xing)基礎設施、工業(ye)(ye)園區(qu)等(deng)供(gong)電(dian)(dian)(dian)服務,滿足鄉村(cun)旅(lv)游、休閑農(nong)業(ye)(ye)、健(jian)康養老等(deng)新業(ye)(ye)態用(yong)(yong)(yong)電(dian)(dian)(dian)需(xu)(xu)求。圍繞糧食(shi)生(sheng)產(chan)(chan)核心區(qu)建設需(xu)(xu)求,持續鞏固(gu)“機井通電(dian)(dian)(dian)”成(cheng)果,健(jian)全長效機制(zhi),繼續做好高標準(zhun)農(nong)田配(pei)套(tao)電(dian)(dian)(dian)網建設,保障(zhang)(zhang)糧食(shi)穩產(chan)(chan)增(zeng)產(chan)(chan)。在(zai)保障(zhang)(zhang)電(dian)(dian)(dian)力(li)供(gong)應(ying)的基礎上因(yin)地制(zhi)宜、穩妥有序實施農(nong)村(cun)“煤(mei)改(gai)電(dian)(dian)(dian)”,推動農(nong)村(cun)地區(qu)清潔取暖。滿足農(nong)村(cun)智能家居、新型(xing)家用(yong)(yong)(yong)電(dian)(dian)(dian)器等(deng)用(yong)(yong)(yong)電(dian)(dian)(dian)需(xu)(xu)求,提升農(nong)村(cun)生(sheng)活電(dian)(dian)(dian)氣化水平。
六、組織實施
(十三(san))加強組織領導和(he)統籌協調
各(ge)級(ji)發展改革部門(men)、能源管理部門(men)是(shi)農村(cun)電網鞏(gong)固(gu)提(ti)升(sheng)工(gong)(gong)(gong)程(cheng)的(de)(de)行業管理部門(men),要進(jin)一步完善(shan)工(gong)(gong)(gong)作機制,強化(hua)政(zheng)(zheng)策銜接(jie)和統(tong)籌協調,推進(jin)符合條件的(de)(de)項目(mu)(mu)納(na)入鄉村(cun)建(jian)設項目(mu)(mu)庫,規(gui)(gui)范(fan)和簡化(hua)項目(mu)(mu)管理程(cheng)序(xu),加強與同(tong)級(ji)財(cai)政(zheng)(zheng)、建(jian)設規(gui)(gui)劃(hua)(hua)、自然資源等部門(men)的(de)(de)溝通協調,形成(cheng)工(gong)(gong)(gong)作合力(li)。各(ge)級(ji)電網企業是(shi)農村(cun)電網鞏(gong)固(gu)提(ti)升(sheng)工(gong)(gong)(gong)程(cheng)的(de)(de)實施主體,要進(jin)一步規(gui)(gui)范(fan)項目(mu)(mu)管理,明確工(gong)(gong)(gong)作程(cheng)序(xu),科學安排計劃(hua)(hua),及時、高質、高效實施農村(cun)電網鞏(gong)固(gu)提(ti)升(sheng)工(gong)(gong)(gong)程(cheng)。
(十四)強化規劃(hua)引領(ling)和計劃(hua)管理
省級和(he)縣級發展改(gai)革部門、能(neng)源管理部門負責組織編(bian)制本地區農(nong)村電(dian)(dian)網(wang)鞏固提升工程規(gui)劃(hua),統籌(chou)規(gui)劃(hua)本地區農(nong)村電(dian)(dian)網(wang)鞏固提升工程實施的任務目標、建設(she)重點、保(bao)障措施等。各級電(dian)(dian)網(wang)企業要支持和(he)配合(he)農(nong)村電(dian)(dian)網(wang)鞏固提升工程規(gui)劃(hua)工作,并按審定的政府部門規(gui)劃(hua)編(bian)制企業規(gui)劃(hua),建立三年期項目儲備庫和(he)滾動投資計(ji)劃(hua),編(bian)制年度(du)建設(she)改(gai)造(zao)計(ji)劃(hua)并組織實施。
(十五)加大資金保障(zhang)和(he)信貸支持
電網企業要發揮主(zhu)體(ti)作用,落實(shi)主(zhu)體(ti)責任,加(jia)大投(tou)資力(li)度(du),做好(hao)農村(cun)電力(li)普(pu)遍服務保障和轉型升(sheng)級等工作。鼓勵和引導金(jin)融機(ji)構(gou)加(jia)強對(dui)國家鄉(xiang)村(cun)振興重點幫(bang)扶縣等脫貧地區(qu)的傾斜支持(chi),加(jia)大對(dui)符合國家優(you)先發展方(fang)(fang)向的農村(cun)地區(qu)能源產業發展和能源基礎設施建設的信貸支持(chi)。加(jia)大財政、金(jin)融政策支持(chi),用好(hao)地方(fang)(fang)政府專項債券(quan)和農網還(huan)貸資金(jin),優(you)化調(diao)整(zheng)農村(cun)電網鞏固提升(sheng)工程(cheng)中央預算內投(tou)資支持(chi)范圍。
(十六)強(qiang)化監督管理和績效評估
各(ge)(ge)級發(fa)展改革部門(men)、能(neng)源(yuan)管理(li)部門(men)要按職責(ze)加強(qiang)對(dui)農(nong)村(cun)(cun)電(dian)網(wang)(wang)鞏固提升(sheng)(sheng)工(gong)(gong)(gong)程(cheng)的(de)(de)跟蹤(zong)分析和(he)監(jian)督(du)管理(li),及(ji)時(shi)掌握和(he)調度(du)(du)工(gong)(gong)(gong)作(zuo)進度(du)(du),協調解決(jue)工(gong)(gong)(gong)程(cheng)實(shi)(shi)施過(guo)程(cheng)中的(de)(de)困難(nan)和(he)問(wen)題,督(du)促電(dian)網(wang)(wang)企業扎實(shi)(shi)推進各(ge)(ge)項工(gong)(gong)(gong)作(zuo),確保工(gong)(gong)(gong)程(cheng)順利實(shi)(shi)施。加強(qiang)對(dui)農(nong)村(cun)(cun)電(dian)網(wang)(wang)規劃、年(nian)度(du)(du)建設(she)改造(zao)計劃、項目實(shi)(shi)施、中央預算內投資(zi)及(ji)農(nong)網(wang)(wang)還貸(dai)資(zi)金使(shi)用(yong)等環節的(de)(de)全過(guo)程(cheng)監(jian)督(du),強(qiang)化工(gong)(gong)(gong)程(cheng)管理(li),嚴控(kong)工(gong)(gong)(gong)程(cheng)造(zao)價,節約建設(she)成本(ben)。以(yi)省(sheng)域為單位、縣域為參考,定期開(kai)展農(nong)村(cun)(cun)電(dian)網(wang)(wang)鞏固提升(sheng)(sheng)工(gong)(gong)(gong)程(cheng)實(shi)(shi)施情況績效評(ping)估,及(ji)時(shi)總結經驗、發(fa)現(xian)問(wen)題,推動整改落實(shi)(shi)。實(shi)(shi)施過(guo)程(cheng)中的(de)(de)重大事項及(ji)時(shi)報告(gao)。
本(ben)意見由國家發展改革委、國家能(neng)源局、國家鄉村振(zhen)興局負責解釋(shi),自(zi)發布(bu)之日起施行(xing),有效期5年。
